Noam Chomsky has given an answer to this question: Children born with a "universal grammar." This grammar is nothing else than the faculty for language. It is a national capacity of the human species, biologically predetermined and composed of two types of components: a set of "principles" that restrict general form natural language and a set of "benchmarks" that allow linguistic variation.

This system of "principles and parameters" is prior to any linguistic experience and can be understood as a biological mechanism capable of generating the complex process of language acquisition. For this process to be carried out successfully, the mechanism only needs to be exposed to data that allow you to set the direction of development.

Any other factors outside the innate mechanism itself and its interaction with the linguistic data, such as cognitive development, etc., Is secondary.

Chomsky's thesis has the following assumptions:

1. Children have so innate universal grammar

2. Universal grammar contains the basic properties of language (early) with a generator of variability (parameters) that allows for variation within what are the innate dispositions.

3. Language acquisition occurs when the universal grammar in contact with the language experience and evolves into the particular grammar.

4. The acquisition of language is not exclusively a learning process dependent on our intellectual capacity to solve problems.
